The design of the Malaysia Pavilion at Expo 2020 Dubai will reflect this theme to showcase Malaysia’s success in balancing socio-economic progress and environmental conservation to an influential international audience.

DATUK IR. TS. DR. SITI HAMISAH BT TAPSIR

Secretary General, Ministry of Energy, Science, Technology, Environment and Climate Change

Datuk Ir. Ts. Dr. Siti Hamisah Tapsir is currently the Secretary General of the Ministry of Energy, Science, Technology, Environment and Climate Change (MESTECC). Her role as the top civil servant in the Ministry is to lead the development in policy and strategic management in three key sectors namely energy, science, technology and innovation (STI) and environment and climate change with oversight over 30 governmental departments and agencies. Datuk is also responsible for overall administrative and finance matters for the Ministry.

As the Secretary General, Datuk Ir. Dr. Siti Hamisah is responsible for leading reformation in the energy sector with the Malaysian Energy Supply Industry (MESI) 2.0 and transitioning Malaysia to achieve 20% of renewable energy by 2025. For science, technology and innovation, she is keen to direct and spur STI ecosystem in order to create wealth and improve the well-being of the nation. With the urgent call for action in dealing with climate change and environmental sustainability, Datuk Ir. Dr. Siti Hamisah plays a big role in enhancing environmental monitoring with the reformation of the Department of Environment as well as the development of green technology and leading the cross-sectoral/cross-ministerial effort in ensuring Malaysia’s commitment to the Paris Agreement. 

During her tenure as the Director General of Higher Education Department in 2017-2019, she was deeply involved in the development of the Malaysia Education Blueprint 20152025 (Higher Education) and is currently tasked to implement the initiatives outlined in the Blueprint for the public and private higher education institutions. She played the primary role in the establishment of the rating system for private colleges and the liberalisation of private higher education. As the Director General, she was responsible for the amendments and harmonisation of the University and University College Act and the Private Higher Education Act. She significantly contributed to the formation of several foreign university branch campuses in Malaysia and the enhancement of the public universities’ policies and governance. These strategies were specifically designed and executed to enhance the visibility of Malaysian universities in the global arena. This move has resulted in international acknowledgement and recognition of Malaysian universities’ excellent quality in teaching, research and global engagement.  

Datuk also played a key role in the Ministry’s Redesigning Higher Education initiatives, including the Integrated Cumulative Grade Point Average (iCGPA), CEO at Faculty Programme, 2u2i (work-based learning) programme, Malaysia Massive Open Online Courses (Malaysia MOOC), and Accreditation of Prior Experiential Learning (APEL). Datuk Ir. Dr. Siti Hamisah monitored the Education 4.0 initiatives including reviewing the challenges and impact of the Fourth Industrial Revolution on Malaysian Higher Education ecosystem.

On professional level, she is a registered Technologist with Malaysia Board of Technologists and a registered engineer under the Board of Engineers Malaysia. Datuk Ir. Dr. Siti Hamisah received an Honorary Doctorate (Doctor of Science) from the University of Southampton in 2016 for her outstanding contributions in the engineering field. She has received numerous education accolades including the Asia HRD Awards 2017 for her contributions to the Malaysian Society by advancing higher education and the Honorary Fellow of ASEAN Federation of Engineering Organisations (AFEO) in 2017 for her expertise and experience in advancing the growth of engineering in the ASEAN region.

DR. MOHD NOR AZMAN HASSAN

Deputy Secretary General (Science, Technology & Innovation),

Ministry of Energy, Science, Technology, Environment and Climate Change

Dr. Mohd Nor Azman Hassan is currently the Deputy Secretary General (Science, Technology & Innovation) of the Ministry of Energy, Science, Technology, Environment and Climate Change. He oversees the policies and development of the science, technology and innovation ecosystem to support the socio-economic development of the country. 

His previous positions were in the areas of higher education, policy and technological development including industrial related technologies such as renewable energy, advanced materials and manufacturing, biotechnology and nanotechnology.

He had extensive engagements within the industry especially with SMEs to communicate the government’s policies relating to STI. Dr. Azman holds a doctoral degree from Carnegie Mellon University, Pittsburgh, USA in the field of renewable energy technology and is trained in conducting Life Cycle Analysis (LCA).

Dr Azman is also a registered Technologist with the Malaysian Board of Technologists.
